Calvert/TCNA Covenant Expired
The long-standing Calvert School Covenant has expired as of June 21, 2026. A Covenant Committee was formed in 2024, to negotiate a new agreement. No agreement was reached.
August 2026 Letter to the TCNA Community
For the past 25 years, TCNA and the other community associations (Tuscany-Lombardy Community Corporation, the Gardens of Guilford Condominium Association, and the Ridgemede and the Ridgewood Condominium Association) have had legally-binding agreements with Calvert School that have governed the relationship between the communities and the school. The TCNA agreement expired on June 21, 2026.
The neighborhood and Calvert have worked well under this agreement to resolve issues to their mutual benefit. For example, TCNA and Calvert, using procedures set forth in the agreement, developed a plan for Calvert to purchase the wooded property North of Tuscany Road, to expand their playing field, and to build a squash complex. More recently, terms set out in the agreement helped guide the process through which the school and the community worked to allow Calvert to purchase the property at 4220 N. Charles Street to use as administrative offices. The agreements related to the purchase of these properties remain in effect.
For the past two years, a covenant-renewal committee, established by the TCNA Board and representing the community associations listed above, worked with the leadership of Calvert to create a new legal agreement that would govern the relationship between the school and the community in the future.
Unfortunately, the Calvert School Board of Trustees concluded that they did not want Calvert to enter into a new legally-binding agreement with the community. Instead, they presented TCNA with a non-legally-binding 5-year Memorandum of Understanding. We regret that, after two years of negotiation with Calvert leadership, the Calvert School Board took this position.
At the recommendation of the covenant-renewal committee, the TCNA Board voted to not accept the MOU presented by Calvert. It is the Board’s opinion that a non-binding agreement is not in our (nor Calvert’s) best interest. The Board has voted to continue supporting a structured TCNA-Calvert committee that will continue to meet to foster on-going communication between the neighborhood and the school and to resolve issues as they may arise. We ask that the neighborhood continue to work through the committee to address issues related to school operations (The committee point of contact is Amy Mutch: amyemutch@yahoo.com).

Calvert/TCNA Liaison Committee Report: Summer 2026
The Calvert/TCNA Liaison Committee met on May 20, 2026 for the final mandated meeting under the terms of the historic Restrictive Covenants established in 2001. All members were present: Arna Margolis, Kathleen Robinson, Steve Frazier, Ferd Latrobe, and Amy Mutch from TCNA with Andrew Holmgren, Headmaster and Tom Travers, CFO of Calvert School.
Together we recognized the commitment of our communities, both school and neighborhood, to find common ground and to work together. This was exemplified by recent water-main work on Tuscany that reqired ongoing dialogue between Calvert, TCNA, Baltimore City Public Works and subcontractors. Jack Boyson, TCNA board member, was instrumental in assuring the work schedule caused minimal disruption to Calvert carpools. Only the paving is left for completion this summer.
TCNA expressed appreciation for the article by Andrew Holmgren to parents regarding carpool restrictions to keep the streets less congested this spring. TCNA noted the benefit of the sandwich board at Stoneyford Road, and Calvert committed to attending to its consistent placement.
Updates included:
- Calvert has replanted trees along the Tuscany bank.
- A streetlight obscured by overgrowth from the woods in the rear of Tuscany Court requires a resolution between BGE and Calvert.
- The annual Stoneyford bank cleanup is routinely done in August.
- The newly acquired property at 4220 N. Charles Street will undergo tree removal for safety this summer.
- Molly’s Garden is completed.
- The middle school campus will have a new gazebo, due to the deteriorating condition of the current structure.
